US Embassy Ottawa Announces Arrival of Chargé d’Affaires Arnold Chacon, in Self-Isolation Until 6/29

On May 28, the State Department announced the designation of Ambassador Arnold Chacon as Chargé d’Affaires at US Mission Canada (see Amb Arnie Chacon Heads to U.S. Mission Canada as Chargé d’Affaires (a.i); What’s going on at U.S. Mission Canada?).
On June 15, the U.S. Embassy in Ottawa announce the arrival of Chargé d’Affaires Arnold Chacon.

“I’m delighted that Secretary of State Blinken selected me to serve as Chargé d’Affaires in Canada and am honored to take on this important role working with the United States’ closest friend, partner, and ally.  We are active across Canada, not only at the Embassy in Ottawa, but also through our seven consulates that stretch from Vancouver to Halifax.  The U.S.-Canada relationship is a priority for the Biden-Harris Administration as we revitalize and strengthen our historic alliance and steadfast friendship. I am committed to continuing the exceptional work already being done by my colleagues and Canadian government officials under the Roadmap for a Renewed U.S.-Canada Partnership.  We will continue to make progress together in the key areas of trade, climate change, COVID-19 response and recovery, diversity, inclusion, and equity, and global and regional security issues,” said Chargé d’Affaires Chacon.

Chargé d’Affaires Chacon succeeds Katherine Brucker who has been acting in the role since September of 2020.  Ms. Brucker will continue to serve at the U.S. Embassy in Ottawa as Deputy Chief of Mission.

In keeping with public health requirements, Chargé d’Affaires Chacon will self-isolate for the next 14 days.

We’re wondering if folks are ready to do the Bhangra dance.

So late Friday, the State Department announced the designation of Ambassador Arnie Chacon to be Chargé d’Affaires ad interim at U.S. Embassy Ottawa:

Today, Secretary Blinken designated Ambassador Arnold Chacon to serve as Chargé d’Affaires ad interim at U.S. Embassy Ottawa. A career diplomat with the rank of Career Minister, Ambassador Chacon is currently detailed from the Department of State to the National Defense University as Senior Vice President. Ambassador Chacon previously served as the Director General of the Foreign Service and Director of Human Resources and U.S. Ambassador to Guatemala.

Ambassador Chacon’s appointment underscores the United States’ strong commitment to Canada and the Canadian people. He will lead the U.S. government’s diplomatic engagement in Canada by advancing the Roadmap for a Renewed U.S.-Canada Partnership, including trade, climate change, COVID-19 response and recovery, and global and regional security issues.

The United States highly values its close partnership with Canada, and Ambassador Chacon is dedicated to advancing the bilateral relationship.

The State Department is just now sending out to Ottawa a former Ambassador (Guatemala) but also the former Director General of the Foreign Service to be CDA. He will be responsible for the embassy and its seven constituent posts as well.

A top executive at the cable company Comcast has been rumored to be in the running to be Biden’s top diplomat for Canada. The announcement for the first slew of political ambassadorships is reportedly expected shortly.

Update: On August 1st, the U.S. Senate confirmed the nomination of Acting USUN Jonathan Cohen to be U.S. Ambassador to Egypt.
On July 31st, the U.S. Senate confirmed the US Ambassador to Canada Kelly to be Trump’s new Ambassador to the United Nations in a 56-33 vote. The GOP has a majority in the U.S. Senate, and with the Senate Majority Leader’s support, this confirmation was never in doubt in our minds even with the Democrat’s scathing report. But it looks like five Democrats also joined all but two Republicans in confirming this nominee. Seven Democrats, two Republicans and one Independent were listed as “not voting.”
At the United Nations, we anticipate that her transition will not be easy given the deep experience of most of her predecessors and her diplomatic counterparts from  193 member states. Four of the five permanent members at the UN: China, France, Russian Federation, the United Kingdom also did not send political donors to the international body as their representatives. The Chinese ambassador to the UN Zhang Jun has over 30 years of diplomatic experience. Moscow’s man at the UN Nebenzya Vasily Alekseevich similarly has over three decades of diplomatic experience. The French representative to the UN Nicolas de Rivière has diplomatic experience going back all the way to the 1990s. United Kingdom’s Permanent Representative to the United Nations Karen Pierce has been with the Foreign & Commonwealth Office since 1981.  So … there you go. We’re all going to have to start watching UNTV.
Ambassador Craft will also arrive at USUN while the mission’s deputy and Acting Permanent Representative of the United States to the United Nations Jonathan Cohen  is on his way out. The seasoned career diplomat has been nominated to be the next U.S. Ambassador to Egypt. His nomination is currently pending on the Executive Calendar awaiting Senate confirmation. His nomination was just confirmed by the U.S. Senate on August 1st.
At US Mission Canada, we expect the embassy’s DCM Richard Mills, Jr. will now assume office as ChargĂ© d’Affaires pending the nomination/confirmation of a new ambassador. Ambassador Mills previously served as U.S. Ambassador to Armenia from 2015-2018.  He assumed his position as Deputy Chief of Mission at U.S. Embassy Ottawa in November 2018. He was also ChargĂ© d’Affaires at U.S. Embassy Valetta, Malta from 2010-2012.

VPOTUS Swears-In “Canadian Ambassador Craft” at the White House. No Kidding.

On September 26, Vice president Pence sworn-in Kelly Craft as the new U.S. Ambassador to Canada. The ceremony held at the Indian Treat Room was a well attended event with EPA’s Scott Pruitt, NORAD’s General Lori Robinson, and a huge contingent from Kentucky.

Over at whitehouse.gov, this is the headline:

Can somebody please tell the White House’s comm people that the U.S. Ambassador to Canada is not/not the “Canadian Ambassador”?

Any “Canadian Ambassador” is a Canadian who represents Canada.

In the United States, that is Canadian Ambassador David MacNaughton whose office is at 501 Pennsylvania Avenue, N.W., Washington, D.C., U.S.A., 20001.

To make this easier to remember, the “Canadian Ambassador’s” big boss is Canada’s “dreamboat” Prime Minister Justin Trudeau. Ambassador Craft’s big boss resides in the White House, but her immediate boss will be the WHA Assistant Secretary, unless they’ve demolished all the bureaucratic bridges as we knew them.

In related news, did you hear about the 220% duty slapped on Canadian company, Bombardier?  One reader sent us this note, “I do not understand how the Trump Administration could impose a significant tariff hike on Canadian company Bombardier one day before swearing in the new “Canadian (sic) Ambassador” at the White House.”

There’s nothing to understand. Fragmentation is now the rule not the exception.
