United States Diplomacy Center Seeks Diplomatic Artifacts For Its Collection

In 1979, John Limbert was a new FSO posted to the U.S. Embassy in Tehran when it was overrun by Iranian students. He was one of the fifty-two U.S. personnel who spent 444 days as Iran hostages from 1979-81. Later in his career, he was appointed Ambassador to the Islamic Republic of Mauritania. Ambassador Limbert and other Americans at the embassy were held captive for 14 months, and among their many hardships, they also contended with not having a change of clothes. He has now donated the items he wore and a pair of sandals given to him by his captors to the U.S. Diplomacy Center’s collection of diplomatic artifacts.

The United States Diplomacy Center is actively seeking artifacts that represent American diplomacy and the work of the United States Department of State. These artifacts can come from a variety of individuals and sources. Anyone currently or previously working in a diplomatic capacity might have objects that could be a good fit for our collection. Specific areas of collecting interest include (but are not limited to) objects which illustrate the following:
      • Diplomat’s work on the range of global issues today, including examples from programs and partnerships
      • The challenges diplomats face while performing their jobs (security; health; communications; transportation)
      • The unique relationships and connections made through diplomacy
      • Diplomatic events, people, and places throughout U.S. history
      • The wide range of work performed at embassies, consulates, and missions
      • Tools, equipment, and clothing representing diplomatic efforts
      • And of course documents, pens, and diplomatic gifts
The United States Diplomacy Center collects primarily for exhibition purposes; USDC is not a research collection nor an archives.  Acceptance of an artifact does not guarantee exhibition for any length of time.  However, the Center strives to display as much of its collection as possible, either in-person or online.

The U.S. Diplomacy Center was in the news recently with the opening of the Clinton Pavillion. Note that the U.S. Diplomacy Center is actively seeking artifacts that represent American diplomacy and the work of the U.S. Department of State. These artifacts can come from a variety of individuals and sources. Anyone currently or previously working in a diplomatic capacity might have objects that could be a good fit for the center’s collection. If you have items you might be interested in donating, please contact the center for more information.

U.S. Diplomacy Center Pavilion Opens With @JohnKerry, @HillaryClinton, @madeleine, and Colin Powell

Secretary of State John Kerry together with former Secretaries of State Madeleine K. Albright, Colin L. Powell, and Hillary Rodham Clinton marked the completion of the U.S. Diplomacy Center Pavilion located at the State Department’s 21st Street Entrance on January 10 with a well-attended reception.

The U.S. Diplomacy Center (@DiplomacyCenter) will be a 40,000 square foot, state-of-the-art museum and education center dedicated to telling the story of American diplomacy. Visitors will explore the role of diplomacy through interactive exhibits, compelling artifacts, hands-on education programs, and diplomatic simulations.  The Center’s goal is “to demonstrate the ways in which diplomacy matters now and has mattered throughout American history.  Diplomacy and the work of our diplomats in over 250 embassies, consulates, and other diplomatic missions are vital to our nation’s power, image, and ability to advance its interests around the globe.”

The funds used for this project?  The Department of State has a public-private partnership with the Diplomacy Center Foundation (DCF), founded by the late Senator Charles McC. Mathias, Ambassador Stephen Low and others. The costs for the construction of the museum and the fabrication of the exhibits are raised through a private sector capital campaign. The Department of State contributes space, staff and security for the Center. Taxpayers will not be paying for building the USDC; the center makes up less than .003% of the Department of State’s annual budget.

Here is a bit of history on the Center via the Foundation:

Foreign Service Ambassador Stephen Low (1927 — 2010) and Senator Charles “Mac” Mathias, R-MD (1922-2010) formed the Foreign Affairs Museum Council (FAMC), a nonprofit organization, to help build the first facility dedicated to American diplomacy in the United States and to raise funds from the private sector for the project. In 2013 the FAMC Board of Directors changed the name to Diplomacy Center Foundation. […] In 1999, Ambassador Low and Senator Mathias met with Secretary Madeleine K. Albright about their vision for a museum and education center of American diplomacy. Secretary Albright recognized the need and decreed that the museum should be located at the Department of State.

In 2010, Secretary Clinton appointed Elizabeth Frawley Bagley, Ambassador to Portugal, retired, to lead the fund-raising efforts on behalf of the Department. Simultaneously, the leadership of the Foreign Affairs Museum Council was assumed by William C. Harrop, a career Foreign Service Officer who had served as United States Ambassador to five countries. To date, $47.5 million of private sector funds have been raised from corporations, foundation and individuals toward the $55 million needed to build the Center. Under this new Pavilion will be the Founding Ambassadors Concourse where educational conferences, symposia and other USDC events will take place. The Founding Ambassadors initiative is led by Stuart A. Bernstein, Ambassador to Denmark, retired.

Saudi Jewelry Gifts Questions: @StateDept Retains Gifts for the U.S. Diplomacy Center Collection

Some questions have been raised about the gifts from Saudi Arabia, particularly a few specific, high valued items given to Secretary Clinton during her tenure as Secretary of State.  We’ve asked the State Department about this, and we were told that one gift is pending transfer to the GSA but three have been retained for the U.S. Diplomacy Center (@DiplomacyCenter) collection.  The United States Diplomacy Center which is scheduled to be completed in 2016 is a public private initiative which will include some 6,000 diplomatic artifacts  — via:

The Department of State is providing the space, staff and security, while the private sector will provide the funds to design and build the 40,000 sq. ft. facility. The Center includes a 20,000 sq. ft. exterior Pavilion and its informative exhibits about today’s Department of State in Hall 1, the Founding Ambassador Concourse below Hall I, and two interior Halls both of 10,000 sq. ft. each: one chronicling the history of the American diplomacy, and the other focusing on education. The USDC is located at the Department of State building on 21st Street at Virginia Avenue NW, in Washington, DC. Visit the USDC website www.Diplomacy.State.gov for information on the progress and developments of the creation of the United States Diplomacy Center.

The following response from a State Department spokesperson:

Per GSA guidelines, there is no timeline for reporting gifts of more than minimal value to GSA after they’ve been received. The Department of State reports all gifts of more than minimal value annually in the Federal Register and generally biannually directly to GSA when doing a transfer of gifts. The Department transfers the maximum quantity of gifts GSA has the capacity to accept.

When a gift is no longer being used for official use, it must be reported within 30 days to the Office of the Chief of Protocol, to pend transfer to GSA.

‎All four gifts in question are in the possession of the Department of State. The first three are in official use, as part of the collection of the U.S. Diplomacy Center. The final is being stored and pending transfer to GSA, and will be transferred when GSA has the ability to accept it.‎‎
