Aparecium! Why do plum jobs suddenly appear just days before bids are due?

So hey, we’re hearing that three posts “snuck” onto the 2017 Details/ Training list last week – London, Wellington, and Rome. These are all MFA exchanges where you spend a year in that country’s MFA followed by a three year posting at the Embassy, so essentially a four year posting to a nice place.  Bids on these plum jobs are due on September 28 and involve getting reference letters, statements of interest, resumes — all uploaded online.

What we understand is unusual about this is that all the other training opportunities have been on the list since May. (Another source told us that Brussels, Berlin, and Ankara were the only ones on the regular bid cycle for details in June).  Which gives bidders without fore knowledge about these new opportunities approximately two weeks to get their act together if they want to make the 9/28 cut.

The other interesting aspect here is that early “handshakes” to people going to priority staffing posts (PSP) were apparently already offered a couple of weeks ago or so.  “All the people who would have had priority and would have surely loved to have bid on one of these posts simply could not” because these were not posted until a few days ago.

A Foggy Bottom nightingale believed that a lot more people would bid on these jobs if they knew they’re on the list. But the 2017 Details/ Training list has been out since late spring. So who’s paying attention?  Particularly at this time — just days before bids are due — when most people’s attention is on the big list. That is, the summer 2017 bid list that’s going to drop this week.

“Maybe if these plum jobs were publicized, more qualified bidders would act on them,” said by nobody at all.

So the clock’s ticking, there’s still 10 days to make the case for a post in London, Wellington, or Rome. Good luck, y’all!

Restoring Faith in the Foreign Service Assignment System Starts With Talking About It

We understand that the State Department has just finished up a big online survey on how to improve the Foreign Service bidding process. One part of the survey apparently includes improving the process through “increase transparency.”  Well, it seems it seeks to improve transparency for the bureaus so they can tell who is actually a serious bidder, but it does not improve transparency for the FS employees who are doing the bidding. That part appears to have been short-circuited so unless DGHR starts looking at the whole system, the process is not going to significantly improve for everyone except the bureau folks who are tasked with selecting the employees rotating in.

Now that we’re thinking about the bidding process …. remember last year when we wrote about the controversy about who’s going to be the next Consul General in Istanbul (see Whoa! The Next Consul General in Istanbul Will Be a Political Appointee? and Coming Soon to PBS — That CG Istanbul Position Is Apparently Another Foggy Bottom Drama)?  The March issue of the Foreign Service Journal includes a Speaking Out piece by career diplomat Matthew Keene who has been in the Foreign Service since 1999.  According to FSJ, the author has previously worked in the Office of Career Development and Assignments in the Bureau of Human Resources as a special assistant and an assignments officer.  His piece mentions our blogpost although it does not specifically mention the USCG Istanbul position.

He notes the “tenacity with which many CDOs and AOs argue at panel on behalf of their clients and their bureaus”  and concludes that “these people care about you and the organization, and they are fiercely protective of the integrity of the assignments process.” But the Speaking Out piece also does not mince words about the problems with the Foreign Service assignments.  Excerpt below:

Last November, the blogger known as “Diplopundit” published a story about the assignment of a well-connected FS-1 as principal officer in a European Bureau post, a Senior Foreign Service position.

Since the candidate was below grade for the position, this was a “stretch assignment,” which requires the division in the Bureau of Human Resources responsible for the career development and assignment of officers who are FS-1 or higher (HR/CDA/SL) to cede the position to the division responsible for mid-level officers (HR/CDA/ML) after canvassing its clients to gauge interest in the position by currently unassigned officers.

That no qualified Senior FSO bid on a position as prominent as this one frankly strains credulity. The episode underscores a serious perception problem when it comes to Foreign Service assignments. For all the State Department’s carefully crafted standard operating procedures, as well as the Foreign Affairs Manual and Foreign Affairs Handbook guidance—to say nothing of the attention paid to precedent and the needs of the Service—when push comes to shove, getting the best jobs depends far more on who you know than what.

Indeed, if you are fortunate enough to breathe the rarefied air in the front office of a highly regarded assistant secretary or another sixth- or seventh-floor denizen, there is almost no position to which you cannot aspire.

So how do ridiculous stretch assignments happen, then? Why do positions mysteriously vanish off one bid list only to reappear days later on the list of a future cycle—or on the now list? Why are inquiries on jobs that are ostensibly open in FS Bid dismissed or unanswered? Why was some employee allowed to extend for a fourth year in a non-differential post when no one else was permitted to do the same? And how on earth did that officer get a language waiver, when the FS is filled with officers who speak that language?

These anomalies are more likely to happen when HR is run by senior officers insufficiently committed to overseeing a system that is fair, just and above reproach. The fact is that far too often, those in the most important positions, the gatekeepers, aren’t serving out of any great love of personnel management work. Some are serving a domestic tour while awaiting a plum overseas deputy chief of mission or principal officer gig. Others find themselves serving domestically for personal reasons, and believe HR provides a convenient landing spot.

The author does not just point out the problems but also writes about how to restore faith in the system. “HR must do a far better job of recruiting senior leaders uncompromising in their commitment to an FS assignments system that sets an example for the rest of the Service in terms of integrity and transparency, that meets the needs of the Service, and that upholds core values even when it is uncomfortable or may disappoint someone further up the food chain.”

Less than a day after we posted this article, we heard via Burn Bag that there is a senior cede request for Deputy Executive Director in Consular Affairs. That position allegedly is not in FSBid. Deleted due to subsequent correction received.

We have to add that this is not just a serious perception problem, and of course, it disturbs more than just the rank and file in Human Resources.  A longtime diplomat who follows this blog told us that “the reason this sort of thing gets to me is that as diplomats we are constantly promoting merit-based decision-making, democracy and rule of law, and anti-corruption in countries where we serve, a very tough message when our own department flaunts these principles.” That is not an isolated perspective.

We admire Mr. Keene for writing this piece. It takes courage to do this in a culture where frank and straight discussions about uncomfortable issues doesn’t always get the safe space it needs.

Let’s face it, this secretary of state or the next, and next ones after that are not going to do anything about making this process better. They will all have a host of things to do, places to go, and strengthening the institution is not going to be on anyone’s top list.  So here’s something from the Lorax to think about.

Is This Iran Watcher London Position Not Bidlisted About to Go to a “P” Staffer?

Remember that position at the US Embassy in London last year that “mysteriously” appeared, got pulled down, then re-advertised under curious circumstances? See London Civil Service Excursion Tour Opens — Oh Wait, It’s Gone, Then It’s Back, Ah Forgetaboutit?). Well, it sounds like there’s another one; and this one is roiling the American Foreign Service Association, for good reasons.

With the bidding deadline around the corner, the American Foreign Service Association (AFSA) wants to bring to your attention an FS-02 IROG position in London that has been the subject of some discussion between AFSA and the Department.  In AFSA’s view this position should be available to all eligible bidders now; however, the position has yet to be posted.  On October 1, AFSA’s Governing Board met to discuss the Department’s refusal to include the FS-02 Iran Watcher position in London (IROG Position Number 67700008) in this Summer’s Open Assignment Cycle, instead proposing to include it in the pilot Overseas Development Program.  The Governing Board passed a unanimous motion strongly objecting to the Department’s decision and instructing its General Counsel to advise AFSA on avenues of redress for this apparent breach of contract.  AFSA, the professional association and exclusive representative of the Foreign Service, had previously expressed concern to the Department about including the position in the pilot Overseas Development Program that was created two years ago pursuant to an informal agreement between the Department and AFSA.  AFSA’s concerns center around the position’s uniqueness, Farsi language designation, and the significant number of interested, qualified Foreign Service bidders for the position.  The position is the only one in London and the only Iran Watcher position in an English speaking country.

The Foreign Service needs to build up its Iran expertise including language capability.  The best known Persian speaker at State is probably the State Department Farsi spox, Alan Eyre, who since 2011 has been the public face of the United States to many Iranians and Persian speakers. In 2013, when State/OIG looked into the process of establishing “language designated positions,” we learned that State had established 23 LDPs for Persian-Iranian. Those are jobs where the selectees will be required to have official language training and reach a certain level of proficiency prior to assuming the position. That’s the number for the entire agency, by the way.  In 2012, 8 students studied Farsi at the Foreign Service Institute.  We have no idea how many Farsi speakers have attained the 3/3 level at State but we know that studying a hard language does not come cheap.

The OIG team estimates training students to the 3/3 level in easier world languages such as Spanish can cost $105,000; training in hard languages such as Russian can cost $180,000; and training in super hard languages such as Chinese and Arabic can cost up to $480,000 per student. Students learning super hard languages to the 3/3 level generally spend one year domestically at the Foreign Service Institute (FSI) and then a second year at an overseas training facility.

So — what’s the deal about this Iran Watcher London position?

Rumor has it that a staffer at the Under Secretary for Political Affairs Wendy Sherman‘s office, the Department’s fourth-ranking official allegedly wants this position.

If the State Department is not listing this position in the Open Assignment Cycle bidlist, that means this job is not/not up for grabs for Foreign Service officers. One less FSO studying Farsi next year!

If State includes this position in the Open Assignment Cycle bidlist then only FS employees can bid and a CS employee cannot be assigned to London unless there are no qualified FS bidders (we’re told that’s not going to be the case here).

If State is listing this position under the Overseas Development Program, it means this is potentially for a two-year London assignment, open to Civil Service employees only, and requires a 44-week language training for presumably an S-3/R-3 proficiency in Farsi.

And if this position goes to a Civil Service employee, the chance of that employee serving overseas is a one-time fill. He/She goes to London for two years then return to the State Department. Unless the State Department moves to a unitary personnel system, CS employees typically do not serve on multiple tours overseas.  Which means that State could be spending between $180,000 – $480,000 to teach — whoever is selected for this London position — Persian language to an employee who can be assigned overseas just once.

Now, perhaps the more important question is, in light of AFSA’s protest — if State gives in and list this London position in this Summer’s Open Assignment Cycle, would that really make a difference? Sure FSOs can bid on it, but will anyone of the qualified bidders be …. um…the right fit?

Maybe we can go through this “call your friends in London upstairs” exercise, and see what they say (pick one):

  1. don’t bother applying for the job
  2. don’t waste your time on this one
  3. forgetaboutit, selection already done
  4. all of the above

And you’re wondering why watching bureaucratic life and backstage machinations can make one jaded?  If indeed this job is going to go, as rumored, to a “P’ staffer, all job-related announcements would just be bureaucratic theater.

But don’t worry, everything will fit in the end. Just like a puzzle box.

Is the U.S. Senate Gonna Wreck, Wreck, Wreck, the Upcoming Bidding Season in the Foreign Service?

Do you know how many Foreign Service members are currently awaiting approval for commissioning, tenuring and promotion in the U.S. Senate? 1,705. That’s 1,705 regular folks  in the career service, excluding the ambassadorial nominees.

Some of these names have been submitted since January, and they are all still pending in a dark cauldron brewing in the SFRC.

In a message to its members on March 18, AFSA writes that it “has worked diligently for months on this issue and we would like to alert you that last week, important progress was made in resolving the holds, through the leadership of Senate Foreign Relations Committee Chairman Senator Bob Menendez (D-NJ) and Ranking Member Senator Bob Corker (R-TN).   AFSA is confident that both sides have demonstrated the good will necessary to move the process forward and looks now to an amicable and expedited solution to this situation in the coming days.”

End of the month and here we are.  Neither the Chairman nor the Ranking Member of the SFRC has anything to say about this logjam on their website.

These employees are waiting Senate attestation so they are officially commissioned, tenured and promoted. And you know what, the Foreign Service “bidding season” is fast eating up the days in the calendar.

Why this can get complicated?

A good number of these employees pending at the SFRC will be “bidding” for their next assignments.   The Foreign Service is a rotational, rank-in-person system.  As a consequence, there will be “real” FS-01s, for example and “FS-02s” who are supposed to be treated as 01s but who technically are 02s.

The State Department reportedly is telling folks looking at bids to treat “02” bidders as “01s” and so on and so forth because of inaction from the Senate.

Oh crap, how do you sort them all out?

One frustrated official writes, “I can’t see how this won’t have a major impact as we’re evaluating employees.”

Not only that, we imagine that the bump in pay and associated hardship/danger/COLA allowances (a percentage of basic compensation) will also not get taken care of until the Senate officially blesses these names.

Since bad news comes in threes — you should know that Ambassador Arnold A. Chacon’s nomination as Director General of the Foreign Service got out of the SFRC in February 2 but has been stuck since then waiting for a full vote in the U.S. Senate.

WaPo recently reported that President Obama may have learned how to finally break through the months-long Senate logjam on his ambassadorial nominations: he or Vice President Biden must travel to the countries where nominees would be headed.

Unfortunately for the Foreign Service, neither President Obama nor VP Biden has DGHR listed in their immediate schedule.

We can’t help but think that this is one more  unintended consequence from the Senate’s “nuklear” option.  This WaPo piece on President Obama’s inability to fill many of his administration’s most important jobs is not even hopeful.

The Foreign Service is like your husband’s crazy college girlfriend … Va Va Voom — oh, but …

One of our favorite Foreign Service writers, Kelly of Well, That Was Different has her blog fingers right on the button on this.   When the Foreign Affairs Fudge Factory (by John Franklin Campbell) or The Theory of Public Bureaucracy (Politics, Personality, and Organization in the State Department)  (by Donald Warwick) ever gets updated for the 21st century, there definitely needs to be a section for the crazy old girlfriend’s schizophrenic outbursts and not too endearing qualities. Kelly writes:

The Foreign Service is like your husband’s (‘scuse the masculine, but that’s how it is for us) crazy college girlfriend. She is sexy as hell, which is how she seduced your husband in his young and foolish student days. But, she is also bipolar and totally narcissistic.

She can be really nice when she wants to be, or more accurately, when it’s in her interest to do so. Every couple of years, she comes knocking at the door, all charming and cute, with slick promises of promotion, money, and other goodies, and chances are, your husband will be suckered once again.

She even has long periods of sanity sometimes—at least I think I remember one of those. (It lasted about 8 years.)

The manic phases are interesting. Sometimes, she even gets a wild hair and builds a huge mansion in, like, the worst neighborhood on the planet, then expects everyone to be totally excited to work and live there.

But look out when she is on a downswing. You are just cannon fodder then, and she’ll be seriously pissed if you don’t toe the line. She gets especially cranky when she’s running out of money, or someone is giving her a hard time. She doesn’t take criticism very well. In fact, her general approach is to deny that there is a problem. Being basically insane, she may actually believe this to be true.
