Libyan National Charged in 2012 Attack on U.S. Special Mission and Annex in #Benghazi

Media reports say that U.S. special forces have captured a militant who was allegedly involved in the 2012 deadly attack on the U.S. diplomatic compound and CIA annex in Benghazi, Libya.  The suspect has been identified as Mustafa al-Imam. An unnamed official told the AP that the suspect was captured in Misrata, on the north coast of Libya and was taken to a U.S. Navy ship at the Misrata port for transport to the United States.

Per DOJ announcement:

Mustafa al-Imam, a Libyan national approximately 46 years old, has been charged for his alleged participation in the Sept. 11, 2012, attack on the U.S. Special Mission and Annex in Benghazi, Libya, which resulted in the deaths of four Americans.

“The murder of four Americans in Benghazi on September 11, 2012 was a barbaric crime that shocked the American people. We will never forget those we lost – Tyrone Woods, Sean Smith, Glen Doherty and Ambassador Christopher Stevens – four brave Americans who gave their lives in service to our nation,” said Attorney General Jeff Sessions.  “We owe it to them and their families to bring their murderers to justice. Today the Department of Justice announces a major step forward in our ongoing investigation as Mustafa al-Imam is now in custody and will face justice in federal court for his role in the attack.  I am grateful to the FBI, our partners in the intelligence community and the Department of Defense who made this apprehension possible.  The United States will continue to investigate and identify all those who were involved in the attack – and we will hold them accountable for their crimes.”

“The apprehension of Mustafa al-Imam demonstrates our unwavering commitment to holding accountable all of those responsible for the murders of four brave Americans in a terrorist attack in Benghazi,” said U.S. Attorney Jessie K. Liu for the District of Columbia.  “Together with our law enforcement partners, we will do all that we can to pursue justice against those who commit terrorist acts against the United States, no matter how far we must go and how long it takes.”

Mustafa al-Imam is charged in a recently unsealed three-count criminal complaint.  The complaint, which was filed under seal on May 19, 2015, in the U.S. District Court for the District of Columbia, charges al-Imam with:

  • Killing a person in the course of an attack on a federal facility involving the use of a firearm and dangerous weapon and attempting and conspiring to do the same.
  • Providing, attempting and conspiring to provide material support to terrorists resulting in death.
  • Discharging, brandishing, using, carrying and possession of a firearm during and in relation to a crime of violence.Al-Imam is in U.S. custody, and upon his arrival to the U.S. he will be presented before a federal judge in Washington, D.C.

#Benghazi News: What did the ARB and Benghazi Committee know about Alamir, Eclipse and Xpand?

A middleman the State Department relied on to hire unarmed guards at the U.S. facility in Benghazi, Libya, previously worked with a company that’s now at the center of a massive international bribery scandal.

The FBI and law enforcement agencies in at least four other countries are investigating allegations ― first published by The Huffington Post and Fairfax Media ― that a Monaco-based company called Unaoil bribed public officials to secure contracts for major corporations in corruption-prone regions. In Libya, Unaoil partnered with a Tripoli-based businessman named Muhannad Alamir. A former Unaoil employee who served as a confidential source for the FBI told investigators that Unaoil and Alamir bribed Libyan officials. Unaoil and Alamir deny they bribed anyone.

Alamir started working with the State Department in early 2012, less than three years after cutting ties with Unaoil. He provided Blue Mountain Group, the small British security firm that won the Benghazi guard contract, with the license it needed to legally operate in Libya.

Despite the damning internal review and seven prior congressional probes, House Republicans voted overwhelmingly in 2014 to establish a special committee to further investigate the 2012 attack. Two years and $7 million later, the committee released an 800-page report. Democrats dismissed it as a partisan attack on Clinton, by then their expected presidential nominee.

The report echoed earlier criticisms of security lapses, but revealed little substantive information about the contracting process that contributed to the problem. The Benghazi committee report mentioned Blue Mountain 12 times. Alamir, Eclipse and Xpand weren’t mentioned once.

Last Night’s “I’ll Have Your Back” For Our Diplomats, and OMG! 13 Hours! Benghazi! Now! Boom! Boom! Boom!

The Guardian says it sent its writer-at-large to his local multiplex and he found out that Bay’s Benghazi spectacular is far from the perfect date film but does sum up a particular slice of the American psyche.  @dave_schilling writes about the  American Way.

Regardless, Ted Cruz and his fellow candidates will surely try to use this motion picture for their own personal gain for as long as possible. That’s what we do with tragedy in this country, after all. We build a memorial, complete with a gift shop stocked with all the cheaply made junk imaginable. We crank out corny movies based on the true story in the hope that enough people will drag their significant other to the theater to experience the sadness first-hand, with the explicit goal of making a sorry buck off the misery. And we try to score political points whenever possible. That’s the American Way.

At last night’s GOP debate, Mr. Cruz did talk about Benghazi:

CRUZ: “13 Hours” — tomorrow morning, a new movie will debut about the incredible bravery of the men fighting for their lives in Benghazi and the politicians that abandoned them. I want to speak to all our fighting men and women.

I want to speak to all the moms and dads whose sons and daughters are fighting for this country, and the incredible sense of betrayal when you have a commander-in-chief who will not even speak the name of our enemy, radical Islamic terrorism, when you have a commander-in- chief who sends $150 billion to the Ayatollah Khamenei, who’s responsible for murdering hundreds of our servicemen and women.

I want to speak to all of those maddened by political correctness, where Hillary Clinton apologizes for saying all lives matter. This will end. It will end on January 2017.

CRUZ: And if I am elected president, to every soldier and sailor and airman and marine, and to every police officer and firefighter and first responder who risk their lives to keep us safe, I will have your back.

Dammit… no “I’ll have your back” for our diplomats.

Ops Center Watch Logs From Night of Benghazi – Say, Who Was Running @StateDept?

[N]ewly disclosed documents, obtained by Veterans for a Strong America through a Freedom of Information Act lawsuit, include 24 pages of watch logs from the State Department operations center recording the logistics of the back-and-forth over the deadly assault in a sterile, just-the-facts manner.

The watch logs do not show all the calls Clinton made that night, but a State spokesman said many calls are not routed through the operations center. The logs also do not appear to reflect an interagency secure video teleconference in which Clinton took part that evening.

A spokesman for the House Benghazi Committee said the panel had access to other State Department chronologies and call records but received copies of the watch logs only on Friday. That’s a week after they were released to the veterans group on Oct. 30.

While the logs may not present the complete chronology of events (if somebody made calls or sent emails outside the Watch, it would not be listed in the logs), this is probably the closest tick tock we could see on what occurred at HQ  on the night Ambassador Stevens and three other Americans were killed in Benghazi.

— At 5:38 p.m. , Sept 11, the Watch patched HRC with CIA Petraeus

— At 7:05 p.m., Sept 11, at the request of HRC, the Watched convened a conference call participated  by D/S Nides, U/S Kennedy (M), U/S Sherman (P), Counselor Mills, S/P Sullivan, PA Nuland, ExecSec Mull, NEA A/S Jones, Tripoli DCM Hicks with HRC

— At 10:27 p.m., Sept 11, the Watch patched President Obama with HRC

— Ambassador Stevens’ death appears to have been reported to the Ops Center at 2:55 a.m. on September 12.

— Secretary Clinton made no visit to the Watch, but called the Watch at 7:15 a.m. with a request, on September 12.

— At 7:31 a.m. the Watch patched WH Chief of Staff Jack Lew to HRC

— At 9:20 a.m., the Watch patched HRC to Embassy Tripoli

— D/S Burns was in Baghdad

— Counselor Mills makes multiple appearances on these logs, more than the Secretary.

— Ambassador T. Pickering makes a couple of appearances.

— Senators Kerry and Graham appears on the logs

— — Except for the mass alert from the Watch directed at multiple bureaus of the State Department, the Assistant Secretary for Diplomatic Security Eric Boswell does not appear to make any appearance in these logs. Which is odd considering that DS A/S is apparently the main guy on State Department security. One exception is at 0320 (further to item 0255, concerning the death of Amb. Stevens, the Watch called multiple individuals in State’s top ranks, as well as OBO, FLO, MED, DGHR, PA. The name of the individual called on behalf of Diplomatic Security was REDACTED. There is a separate call where the Watch patched U/S Kennedy and Diplomatic Security’s Charlene Lamb, the deputy assistant secretary in charge of international programs.

We do not think that there was a conspiracy not to save our people under attack in Benghazi but we are curious on who was running the State Department as events unfolded in Benghazi.  And why was the main official handling diplomatic security not shown in these logs? Is that indicative of just how little influence diplomatic security professionals actually have in a crisis like this? No? What’s that? Yes, I do know that DS has its own command center.

Mills’ Transcript Features FSO Ray Maxwell: 35 Years Working For Uncle Sam, and Yo! What the Frak?

On October 21, the Benghazi Democrats released the full transcript of Cheryl Mills interview with the Select Benghazi Committee (click here to read the full transcript).

One of the questions asked Ms. Mills, Secretary Clinton’s former chief of staff was the allegation made by former NEA Deputy Assistant Secretary Raymond Maxwell about a document scrub (see Former State Dept DAS Raymond Maxwell Alleges Benghazi Document Scrub Pre-ARB Investigation).

Ms. Mills says this (per transcript):

“I might have had an encounter with him when he was being hired. I don’t know. Meaning, ensuring that he was in a place where he could be appointed or hired. I don’t know. But I don’t — I never had an encounter with Ray Maxwell around Benghazi.”

In a follow-up question, clipped below, Ms. Mills basically gave a word salad about the “hiring” of Mr. Maxwell. What the frak? We should note that Mr. Maxwell, at the time he was thrown under the Benghazi bus, had served 21 years in the career Foreign Service in addition to 6 years enlistment in the Navy Nuclear Power program. He earned a Naval Reserved commission then completed two division officer tours in the guided missile destroyer, the USS Luce (DDG-38); a total of about 14 years in the Navy, before joining the Foreign Service.

Sometime after that, we were able to read for the first time, the original grievance Ray Maxwell wrote on April 3, 2013 (pdf) addressed to State Department HR official Linda Taglialatela. Maxwell writes:

On December 18, 2012, the ARB Report was released. When I returned to my office after lunch, A/S Beth Jones’ OMS told me to meet with her at 2 pm. At 2:20 A/ S Jones returned to the office and summoned me. She invited me in and closed the door. She told me the ARB report had been released and that it was not complimentary to the Department, to NEA, or to me. She said PDAS Elizabeth Dibble was reading the classified report in the SCIF, and that she had not yet seen it. Then she said she had been instructed by Cheryl Mills to relieve me of the DAS position, that I was fired, and that I should have all my personal belongings out of the office be close of business that same day. She said PDAS Dibble would identify a place where I could keep my belongings, and that I would remain in the Bureau as a senior adviser. She said the Bureau was going to take care of me and that I didn’t need to “lawyer up.”

Maxwell impresses as a State Department archetype, dedicated to the insular institution, apolitical to the point of frustration to an outsider, but shocked when he found his loyalty was not returned.

He has revealed what he knows only two years after the fact. People will say he is out for revenge. But I don’t think that’s the case. As a State Department whistleblower who experienced how the Department treats such people, I know it’s not a position anyone wants to be in.

You don’t just wake up one morning and decide to turn your own life, and that of your family, upside down, risking financial ruin, public shaming, and possibly jail time. It is a process, not an event.

According to NEA officials interviewed by the House Oversight Committee, decisions about security  policy and security resources rested firmly within the Bureau of Diplomatic Security, not  NEA.   PDAS Elizabeth Dibble, told the Committee that Maxwell had no responsibility for security measures and should not have been held accountable by the ARB.  Lee Lohman, the Executive Director for NEA told the Committee, When I looked at Ray Maxwell’s situation, I had a much better sense of how much he was or was not involved in this, and it struck me as being unfair.
Below is an excerpt from the House Oversight Committee majority report:
Therefore, the ARB’s finding that Maxwell lacked “leadership and engagement on staffing and security issues in Benghazi” is puzzling. Maxwell himself denied having any formal role in determining the appropriate security posture or evaluating security requests by the U.S. mission in Libya.


The ARB’s approach to assigning accountability within NEA for the failures that led to 
the Benghazi tragedy is puzzling. The ARB identified “systemic failures and leadership and management deficiencies at senior levels” within NEA. It seems obvious that a “systemic failure” within a large organization such as NEA could only result from a widespread failure throughout the system, either to recognize the challenges posed by the inadequate security  posture of the Benghazi mission in a deteriorating environment, or else to take the appropriate steps to rectify it in order to safeguard American lives. Yet within the entire NEA Bureau, the ARB singled out only Raymond Maxwell, for conduct his own supervisor contended was not “material” to what happened in Benghazi. 

If Ambassador Jones and others are right, and the intelligence Maxwell stopped reading was not material because NEA was essentially powerless to affect the actions of DS in Benghazi, it is unclear why the ARB blamed Maxwell for not reading it. If the intelligence did provide some kind of insight which could have prevented the failures of Benghazi, it is further unclear why Maxwell was held accountable for not reading it, but Ambassador Jones and others within  NEA were not held accountable for having read it and taken no effective steps to remedy the shortcomings of the Benghazi compound’s security posture before it led to a loss of life?

So about 31 35 years working for Uncle Sam, and one day, one is conveniently fired. And expected to lay back and play dead until the Benghazi train passes by.

Playing dead is needed for the proper functioning of the Service?

Excuse me, I need to throw up. Again.

On October 7, Chairman Gowdy wrote a 13-page letter to Elijah Cummings, the top Democrat on the House Benghazi Committee (see pdf).  On October 18, Rep. Cummings responded with a 2-page letter stating that the alleged classified information in a Blumenthal email dated March 18, 2011, was not in fact classified, and was redacted by Gowdy himself.  That email is available to read here (pdf); note the absence of redaction codes.  On October 18,  responded to ’ letter on whether that Libya source was classified info in his letter here (pdf).

The Democrats charged that the Select Committee “has never held a single hearing with anyone from the Department of Defense in 17 months, and the Select Committee has conducted nearly ten times as many interviews of State Department employees than Defense Department employees (39 compared to 4).” 

The report says that the Committee has conducted a total of 54 transcribed interviews and depositions to date. Previous congressional committees and the independent Accountability Review Board (ARB) had already spoken to 23 of these individuals. The actual number of “new” interviews is 31 according to the Democrats contradicting the “50 interviews” apparently cited by Mr. Gowdy.

Going by the report, below is a list of 31 people interviewed by the Committee. We note that that are no DOD or CIA folks included here, only State Department people:

Boy! Who wrote these questions? A secretary of state “ordering” a secretary of defense?  What universe is that?

Who signed off on the April 2012 cable “denying security resources to Libya?” Can these congressional folks really be this ignorant? Every cable that goes out must have clearance. They all include the name or names of draftee/s and the names of the clearing and approving officials. How could a DS agent in Benghazi know if the secretary of state in WashDC “personally” signed off on any cable? And are these folks really ignorant of the hierarchical structure of the State Department? Or are they purposely ignorant because reality is not sexy enough to blow up?

New hearings, please, on the topic of what can be done so politicians grow a conscience instead of playing offense/defense when they search for the “truth” — the kind where we don’t have to wrap the word “truth” in air quotes.

The former deputy director of the CIA writes that “The State Department facility in Benghazi has been widely mischaracterized as a US consulate. In fact it was a Temporary Mission Facility (TMF), a presence that was not continuously staffed by senior personnel and that was never given formal diplomatic status by the Libyan government. The CIA base—because it was physically separate from the TMF—was simply called “the Annex.” [….] CIA does not provide physical security for State Department operations. Why so few improvements were made at the TMF, why so few State Department security officers were protecting the US ambassador, Chris Stevens, why they allowed him to travel there on the anniversary of 9/11, and why they allowed him to spend the night in Benghazi are unclear. I would like to know the conversations that took place between Stevens and his security team when the ambassador decided to go visit Benghazi on 9/11/12. These were all critical errors.

Well, the temporary mission did not issue visas, nor had a consular officer tasked with providing citizen services. The State Department must have had another mission, what was it?  To lend cover to the “Annex”? If there was no State Department temporary mission in Benghazi, would the CIA have had an outpost there? How many people from the CIA did this Committee talked to? What the frack were they thinking when they interviewed UN personnel and speechwriters but not interview the spooks?

Or could it be that State was there for a very simple reason — the need for a reporting outpost? Click here (pdf) for the Action Memo from the Near Eastern Affairs Bureau (NEA) to the Under Secretary for Management (M) requesting approval for the continued operation of the U.S. presence in Benghazi through the end of calendar year 2012. That’s why there was a “tent” and not a fortress.  The memo was approved in December 2011.

Also see the email chain in this document collection (pdf) on Diplomatic Security coverage and the “Banghazi Plan;” RSO Eric Nordstrom’s emails are clear enough, the status of Benghazi post was undefined and Diplomatic Security did not want to devout resources to it.  NEA wanted to be there, why?  DS did not want to put resources there, why? The email from Shawn P. Crowley, the Principal Officer in Benghazi from January-March 2012 is also instructive.  Plenty of lessons there, but folks are not seriously looking, why?

Emails Brief as Photos, But Where Are The Interesting Bits? #ClintonEmails

But there’s help from the Wall Street Journal, which offers a faster loading site than the FOIA website.  It also allows you to tag any of the 800+ pages of emails.

Yo! There’s no smoking gun, and everyone’s like whaaat? Teh-heh!

What are we learning from this first batch of emails?

1) The document dump is not arranged or ordered in any useful way. The emails from 2011 are mixed with 2012. Some of the emails are included more than once. Some of the redactions are rather odd, given that some of these emails were already published via the NYT.  The former secretary of state is not referred to as HRC, only as “H.” The emails show an extremely small number of gatekeepers – Mills, Sullivan, Abedin, plus a couple of folks routinely asked to print this or that.

2) Sid, Sid, Sid — there are a good number of memos from “friend of S” or “HRC’s contact,” Sidney Blumenthal, who apparently had his own classification system. The memos he sent were marked “Confidential” although he was no longer a USG employee at the time he sent them and presumably, no classifying authority. Imagine the COM in Libya and NEA folks chasing down this intel stuff. Right. Instead of “OGA” for other government agency, State got “FOS”or “friend of S” as intel source.

3) “Pls. print” one of the former secretary of state’s favorite response to emails sent to her.

4) When former Secretary Clinton finally addressed the firestorm of her use of private email, she said: “I opted for convenience to use my personal email account, which was allowed by the State Department, because I thought it would be easier to carry just one device for my work and for my personal emails instead of two,” a self-assured Clinton told more than 200 reporters crowded into a U.N. corridor. (via Reuters). It looks like she had more than one email address, and we don’t know how many devices. The email below was sent from an iPad.

5) HRC gave a speech on September 12, 2012  Remarks on the Deaths of American Personnel in Benghazi, Libya at the Treaty Room of the State Department.

Here is Harold Koh, the State Department Legal Adviser later that day thanking HRC for her “inspirational leadership.”

7) On October 10, 2012, there was a congressional hearing on the Security Failures of Benghazi. “Did we survive today?” HRC asked.  The “Pat” referenced to in this email is most likely Patrick Kennedy, the Under Secretary for Management who testified at that hearing (see Security Failures of Benghazi: Today’s Hearing).

8) In November 2012, the House Intelligence Committee had a closed hearing that reportedly had the Director of National Intelligence James Clapper, Matt Olsen, Director of the National Counterterrorism Center, CIA Acting Director Michael Morell and the State Department’s Under Secretary for Management Patrick Kennedy.  Those could be the Matt and Pat in this email:

9) There was a meeting at the WH Situation Room on Nov 26, 2:35 pm on Benghazi. The invitation was for the Secretary +1, and if she was unable to attend, an invitation for one representative only. The then Executive Secretary John Bass (now US Ambassador to Turkey) asked Mills if she’d prefer “Pat” to attend or “Dan.” Dan is State’s former counterterrorism guy, replied “Pat should go” in reference to Patrick Kennedy. Mills asked HRC if she’s good with Pat going and she replied “I think I should go w Pat.”

10) On December 17, 2012, then State Department spokesperson Victoria Nuland (now A/S for the EUR bureau) confirmed that the Accountability Review Board on Benghazi had concluded its work, and that the report went to Secretary Clinton that day (see ARB Concludes Work, Unclassified Report May Be Publicly Available on Wednesday).  The following email is between Burns and Mills dated December 18, 2012. It mentions three names, Eric, Pat, and Greg Starr.  We are guessing that the Eric in the email is Eric Boswell, the then Assistant Secretary of Bureau of Diplomatic Security, and Pat is the Under Secretary for Management. The portion referencing Greg Starr was redacted except for Burns’ “I like the Greg Starr idea.”

The ARB report was released the same day this email was sent (see Accountability Review Board Singles Out DS/NEA Bureaus But Cites No Breach of Duty; also see Accountability Review Board Fallout: Who Will be Nudged to Leave, Resign, Retire? Go Draw a Straw. Mr. Boswell was one of the four employees thrown under the bus. On February 1, 2013, Gregory B. Starr was sworn in as Principal Deputy Assistant Secretary of State for Diplomatic Security and Director of the Diplomatic Security Service. Mr. Starr also served as Boswell’s successor as acting DS Assistant Secretary until he was formally nominated by President Obama in July 2013.

11) On December 20, 2012, the State Department’s two deputies, William Burns and Thomas Nides went before Congress instead of Secretary Clinton (see Clinton Recovering, Top Deputies Burns and Nides Expected to Testify Dec.20). Thank yous all around with HRC saying thank you to Burns and Nides. Thereafter, Cheryl Mills sent an email praising HRC’s email as being “so nice.”  This was then followed with more thank yous from Nides and Burns.

12) So nothing surprising in the emails except the parts that may give some of us toothache. And the missing parts.  This is only the first batch of emails although our understanding is that this constitutes the Benghazi-related emails. If that’s the case, it is striking that we see:

a) No emails here to/from Eric Boswell, the Assistant Secretary for Diplomatic Security.

b) No emails directly related to the other three employees put on administrative leave, Diplomatic Security’s Charlene Lamb and Steve Bultrowicz, and NEA official, Raymond Maxwell (although he is on a few courtesy copy emails) see The Other Benghazi Four: Lengthy Administrative Circus Ended Today; Another Circus Heats Up).

c) No emails to/from Gregory Hicks who was Embassy Tripoli’s DCM at the time of the attack and who would have been attached by phone/email with Foggy Bottom (Hey! Are telephone conversations recorded like Kissinger’s?)

d) Except for an email related to one of the ARB panel member, there are no emails related to setting up the ARB, the process for the selection of ARB members, the assistance requested by the ARB, the support provided by the State Department to the panel, etc.  What happened to those emails?

(By the way, we also have not forgotten that Former State Dept DAS Raymond Maxwell Alleged Benghazi Document Scrub Pre-ARB Investigation).

13) Then Secretary Clinton was using at least two emails from her private server according to these released emails. It does not look like anyone from the State Department could have just sent her an email by looking her up on the State Department’s Global Address List (GAL). But certainly, her most senior advisers including the experienced, career bureaucrats at the State Department must have known that she was using private email.

Seriously, no one thought that was odd? Or did everyone in the know thought it was beyond their pay grade to question the practice? Let’s imagine an entry level consular officer conducting official business using a private email server. How long would that last? Right.

So what happened there? Ugh! Pardon me? You were just doing your job? That CIA briefer also was just doing his job.

Benghazi Select Committee to Interview 60 Additional Witnesses, Are You On the List?

The Select Committee on the Events Surrounding the 2012 Terrorist Attacks in Benghazi released an Interim Progress Update on May 8, 2015. Below is an excerpt from the report including an item on its intent to call mid-level managers from the State Department:

 

  • In the coming months, an additional 60 witnesses representing current and former officials and employees from the State Department, the White House and the Intelligence Community will be interviewed.
  • The Committee is nearing the end of its first round of interviews with State Department employees. Information obtained from this first round of interviews has raised additional questions of current and former State Department officials. Upon completion of these interviews, the Committee will begin a second round of interviews with additional State Department employees. This second round of interviews will consist of mid-level managers at the Department, many of whom were and are responsible for making day-to-day decisions and implementing the policy that is set by State Department leadership.
  • The Committee also intends to interview current and former senior State Department officials. These officials include Cheryl Mills, Jake Sullivan, Huma Abedin, Susan Rice and Patrick Kennedy, among others.
  • [T]he Committee intends to interview former White House and National Security Staff personnel regarding their roles in the events prior to, during and after the Benghazi attacks. These individuals include former National Security Advisor Tom Donilon, former Deputy National Security Advisor Denis McDonough, former Deputy Strategic Communications Advisor Ben Rhodes, former National Security Council spokesperson Tommy Vietor, and former Director for Libya on the National Security Staff Ben Fishman. None of these individuals have previously testified before Congress regarding their role in and including knowledge of the events prior to, during or after the Benghazi attacks.
  • Beginning in June, the Committee intends to interview current and former Department of Defense employees about their role in the response to the Benghazi attacks. These individuals include Secretary Leon Panetta, General Martin Dempsey and General Carter Ham, among others.
