Do you have a sense that we – the Foreign Service – have any leaders? Who are they? How and where are they leading? Which senior leaders have or are speaking out and what are they saying? To whom? How?
I started in the FS under George W. Bush. In all of this time, I have met a lot of managers and almost no leaders. The self centered (and not team/mission/result oriented) bidding, and evaluation/promotion system breeds this
